“What makes a great 4X strategy game?”
A 4X game hands the player an empire of one city and a hidden map, then asks them to explore, expand, exploit and exterminate against rival empires, one turn at a time. Underneath, it is a growth engine: land becomes yields, yields buy more land, research and armies, and the lead compounds. A designer's work is mostly brakes and choices. Expansion costs, upkeep, war weariness and catch-up rules stop the snowball from deciding the game early, and the tech tree, map and rivals keep each turn full of decisions without an obvious best answer. The genre's known faults show up late in the game: too many orders per turn and a winner who is clear long before the end.

4X strategy game
You might say: 4X game, empire builder, Civ-like, turn-based strategy
A strategy game in which you lead an empire from one settlement across a map you have not yet seen. You explore, expand, exploit and exterminate, turn by turn, against rival empires.
- Ask
- Does every turn hold a decision the player cares about, from the first city to the last war?
What to look for
- A tile or star map with unexplored fog at its edges
- Per-turn yields in a top bar and a research goal
- Rival leaders and an End Turn button
Parts
- Map: The playing field: tiles, regions or star systems, each with terrain and resources, mostly hidden at the start.
- Expansion: Founding new cities or colonies to claim land.
- Empire economy: The flows of food, production, money, research and culture that cities make each turn, and what the empire spends them on.
- Technology tree: A visible chart of technologies and prerequisites that lets an empire choose a research path and see what each technology leads to.
- Warfare: The use of units to fight for cities and territory.
- Rival empires: The other empires on the map, controlled by the computer or by other people.
- Factions: The empires a player can choose from, each with its own bonuses, units or rules.
- Victory and endgame: How the game ends: the goals that win and what happens in the final turns.
- Turn: One round of play: the player gives orders, ends the turn, and the world answers.
- Empire interface: The screens and readouts that show an empire too large to see at once.
- eXplore, eXpand, eXploit, eXterminate: The four activities that name the genre.
Catalogue: Setting
- Historical: A history-spanning world from the first city into the modern era. The historical skin is surface: the same cities, yields and tech tree run under a space or fantasy setting.
- Space: Star systems instead of tiles, colonies on planets and fleets instead of armies. Space is the setting, not the reason: a space 4X still settles, grows, researches and fights over a shared map.
- Fantasy: A fantasy world with magic, heroes and monsters beside cities and armies.
Catalogue: Platform
- Computer: A computer game: the program simulates the world, applies the rules and keeps the accounts.
- Board game: A tabletop 4X. Players lay out a galaxy of system tiles on the table and track their own units and technologies. A board 4X keeps the four Xs; the table only changes who does the bookkeeping.

I give MOO a XXXX rating because it features the essential four Xs of any good strategic conquest game: EXplore, EXpand, EXploit, and EXterminate.
